For fifteen years the Center has worked the informal edge: feature-phone rails, neighbour lattice, and corridor tips. We are not an app. You will not find GCSLC or VAU in the Apple store or the Google store. We operate by sea, land, and air. The question was never how to put the unbanked into an app store. The question was how a stall and a ministry can use the same non-custodial pipe. That work is NODE_0 — sovereign 2G inclusion — and Central Neighbour System (CNS): ward beside ward. Topology, not a census. Not a roster. Not a FAAC pipe. Nine thousand one hundred thirty wards describe a lattice, not a population file.

Not a Silicon Valley legacy system

We are not an app. You will not find us in the Apple store or the Google store. We do not sit on Silicon Valley’s download-to-exist stack — no store listing, no SDK harvest, no smartphone prerequisite. We operate by sea, land, and air. Marine manifest · land gantry · aviation tip. SideCar beside the switch. SIGNAL, not ALERT. Feature phone is enough.

VAU · world’s first SideCar

VAU — Verification Attestation Utility, spoken V-A-U — is the name of the SideCar. We do not become the switch, the shop, the carrier, the hotel, or the clearer. We sit beside them. We mirror, we reflect, we illuminate, we verify, we attest, we flush. Path A is measured local attest of bind8, tip_hash, amount, and event. SLA ceiling ≤ 12.3 ms. Language and dialect are untouched on that path. Aggregators are not called on Path A. Path B composes SMS or email asynchronously. Notify failure does not unwind attest. After flush, residual may be tip_hash only. That is 0-DRRU.

8R Stealth Paradigm · lattice, not a catalogue

Refine. Reset. Research. Restructure. Resuscitate. Revitalize. Re-engineer. Retain. These are not products for sale. They are the lattice by which chaos is stripped from the informal edge and tip-truth is kept. Reset is empty glass. Research is 2G before the app store. Restructure is NODE_0 and CNS. First Global Integrated Digital Sovereign Infrastructure Utility is the umbrella pipe. SNI-VAI — Strategic National Inclusion · Verification Attestation Initiative — is the national work. Not a product. Not an app. They post. We tip. We empty the glass. VAU is the SideCar that does the work. CNS is the republic’s neighbour lattice — topology, not a census. GUI on this glass means Global Unique Interface, not a desktop. Same contract for a Tecno and a Gulf desk, for a masa stall and a ministry. They clear. We attest.

The public fold shows Dual Register as two panes: their licensed book posts first (NIP / Remita / T2); our 2G glass attests after, then empties. The trade is now, on their book. Our proof is stateless. Notice may come later and may fail. Proof does not wait on the beep. We hold no naira. We keep no file. Working set ≤ 120 seconds. Residual MAY be tip_hash.

Partners · Nigeria’s financial and telecommunication authorities

We are inventors and solution providers. We sit beside licensed books. We do not replace them. The Nigerian Communications Commission seats the numbering plan and the carriers. The Central Bank of Nigeria seats the kitchens that hold the naira. The Nigeria Data Protection Commission seats the citizen’s dignity. We are partners to each: Track Two overlay, inclusion on a feature phone, empty glass after attest.

NCC. Licensed operators remain the carriers. We work with the Commission on a national inbound SMS door as the first-person public instrument for inclusion. House grammar on this glass is a demonstration of the invention — not a code we claim to hold.

CBN. Zero float. Zero naira on our glass. Intent is not a debit. When a licensed kitchen posts, we attest four fields and flush. KYC stays on their book. We are not a deposit-money bank, not a mobile-money operator, not a wallet.
